What is inclusionary housing?

Starting at a new school with new people and new experiences can be exciting but it can also come with financial challenges. That’s why  Echelon at State College proudly offers Inclusionary Housing near Penn State to help make high-quality student living more accessible.

Through the Inclusionary Housing program, we provide select apartments at reduced rental rates for students who receive need-based financial aid, pay for school through student loans, or work while attending college to cover their living expenses independently.

Our goal is simple: to support students by creating a more inclusive, affordable community where everyone can thrive!

Frequently Asked Questions

Ready to see if you qualify?

  1. Contact our leasing team to get the application and required forms.
  2. Fill out the application and send it directly to the Borough of State College for review.
  3. Once the Borough approves your application, they’ll send the confirmation back to Echelon.
  4. Our team will then contact you to help secure your INC-designated (Inclusionary Housing) unit and schedule a tour.

What if I qualify for inclusionary housing but my roommates don’t?

All individuals within a household must qualify through the borough in order to participate in the Inclusionary Housing Program.

How much does inclusionary housing cost?

There are no borough application fees to apply. However, The Echelon’s standard application and administrative fees still apply once your lease is finalized.

When is inclusionary housing available?

Availability and rates are dependent on your income, as determined by the borough.
Leasing is handled on a first-come, first-served basis once approval is received from the borough.

Is inclusionary housing pricing available on all floor plans?

No. Inclusionary Housing rates are available only on the following floor plans:

  • The Buckeye (2×1)
  • The Cedar (3×2)
  • The Boxelder (2×2)

What proof of acceptance is required to apply inclusionary housing to my lease?

The Borough of State College will directly send proof of acceptance to our property once your application is approved.

Who can qualify for inclusionary housing?

Anyone who meets the borough’s selection criteria may qualify.
